Have you enabled your mobile device to connect to your vehicle through BOTH phone and audio bluetooth connection? That too confused me at first. If both phone and audio connection are enabled, I've turned the vehicle off, disabled the phone connection (with audio connection still enabled), turned the vehicle back on, re-enable the phone connection after bluetooth audio connects and that usually solves it on my 2014 Premium.
If not, it may be an issue specific to the Limited and higher trim levels, or perhaps your mobile device itself. I can't say for sure since my 2014 Premium with the old headunit Subaru used that many loathed may be different from yours.
