So my 1996 Outback has the typical rust going on in the left rear quarter panel....what's the best/cheapest treatment as this vehicle is my teenager's transport vehicle?

How bad is it? I have heard naval jelly (don't remember the brand) is the best to use if the rust isn't too deep. I believe you can sand it first, as well.

If the rust is deep and eating holes through the panel then I am not too sure the best method to help with that. Maybe someone a bit more knowledgable will have some ideas.

Well according to my knowledge the rust is thing which is not prefectly removable. So the best way to get rid of it is replace the whole panel. But if you think its expensive and you want you original one then here is the instructions for removing the rust from the panels. you can visit this link to know how to remove it.
