My climate control start works maybe 4/10 times. The app tells me it is currently experiencing problems. Does anyone else have this issue. I’m wondering if it’s an app issue or my Subaru.

I assume you are referring to the MySubaru app feature. My Android version works consistently well for all the remote services. What phone are you using?

I get that if I'm in a dead cell zone and wifi is off. If I've turned on my wifi connection it's usually enough of a boost to send shortly after it displays that same notification. One or the other is necessary.

I have noticed that it always fails if I don't have a decent charge. But never tells me that battery was an issue.
